dt: socfpga: Import and enable Cyclone V DK DTS

Import DTS for Cyclone V development kit and enable support
for DT. The DT is imported from Linux 3.19-rc1 as of commit
97bf6af1f928216fd6c5a66e8a57bfa95a659672 .
