kbuild: fixdep: Resync this with v4.17
The previous kbuild resync of e91610da7c
("kconfig: re-sync with Linux
4.17-rc4") accidentally did not sync the fixdep program. This commit
brings fixdep in line with the rest of that previous resync.
This includes all of the following Linux kernel commits:
