panic: remove warning "'noreturn' function does return"

    panic: add noreturn attribute

I see the following warnings:

vsprintf.c: In function 'panic':
vsprintf.c:730: warning: 'noreturn' function does return

for nearly all boards. This patch fixes this warning.
