Replace "select NET_SWITCHDEV" vs "depends on NET_SWITCHDEV" to fix Kconfig
warning with CONFIG_COMPILE_TEST=y

because TI_CPSW_SWITCHDEV blindly selects NET_SWITCHDEV even though
