Magnus Damm e4550216ef ARM: shmobile: Remove shmobile_smp_scu_boot_secondary() ...

Remove shmobile_smp_scu_boot_secondary() since
it is no longer used. CPU boot vector setup is
instead handled by CPU notifiers.
