After adding the previous patches, the constraint that all the router
interface MAC addresses have the same prefix is no longer relevant.
Remove the test cases that validated that this constraint is honored.

The nexthop objects tests configure dummy reachable neighbours so that
the nexthops will have a MAC address and be programmed to the device.
Since these are dummy reachable neighbours, they can be transitioned by
the kernel to a failed state if they are around for too long. This can
happen, for example, if the "TIMEOUT" variable is configured with a too
high value.
Make the tests more robust by configuring the neighbours as permanent,
so that the tests do not depend on the configured timeout value.

Test that the reference count of a router interface (RIF) configured for
a LAG is incremented / decremented when ports join / leave the LAG. Use
the offload indication on routes configured on the RIF to understand if
it was created / destroyed.
The test fails without the previous patch.

Add a new test that is focused on rtnetlink configuration. Its purpose
is to test valid and invalid (as deemed by mlxsw) configurations and
make sure that they succeed / fail without producing a trace.
Some of the test cases are derived from recent fixes in order to make
sure that the fixed bugs are not introduced again.

When a FID RIF is created for a bridge with IP address, its MAC address
must obey the same requirements as other RIFs. Test that attempts to
change the address incompatibly by attaching a device are vetoed with
extack.
