The -mno-gnu-attribute option in dcn301 clk mgr makefile hides a soft vs
hard fp error for powerpc. After removing this flag, we can see some FPU
code remains there:
gcc-11.3.0-nolibc/powerpc64-linux/bin/powerpc64-linux-ld:
drivers/gpu/drm/amd/amdgpu/../display/dc/dml/display_mode_lib.o uses
hard float,
drivers/gpu/drm/amd/amdgpu/../display/dc/clk_mgr/dcn301/vg_clk_mgr.o
uses soft float
Therefore, remove the -mno-gnu-attribute flag for dcn301/powerpc and
move FPU-associated code to DML folder.

[WHY]
Logging for SMU response value after the wait allows us to know
immediately what the response value was. Makes it easier to debug should
the value be anything other than OK.
[HOW]
Using the the already available DC SMU logging functions.

bandwidth MST DSC configurations such as 2x1440p144 or 2x4k60.

[why]
If DCN30 watermark calc is used for DCN301, the calculated values are
wrong due to the data structure mismatch between DCN30 and DCN301.
However, using the original DCN301 watermark values causes underflow.
[how]
- Add DCN21-style watermark calculations
- Adjust DCN301 watermark values to remove the underflow

[Why]
When requesting clocks from SMU which takes MHz inputs, DC will round
down KHz when converting to MHz, thus potentially requesting too low a
clock value.
[How]
Round up (ceil) when converting KHz to MHz for clock requests to SMU.

Virtual signals were previously counted as a workaround to S0i2 hang
which is fixed on Renoir. This blocks S0i3 diags testing.
