This patch allows i40e driver to query and use DCB configuration from
firmware when firmware DCBX agent is in CEE mode.

This is one small step in making the indentation more consistent. If
we truly want to align values, then use tabs rather than spaces.

Add set_pf_context, replace set_phy_reset with set_phy_debug, add
nvm_config_read/write, remove nvm_read/write_reg_se and add some
PHY types.
With these changes we bump the API version to 1.2.

This adds the implementation for the VXLAN ndo's. This allows the
hardware to do RX checksum offload for inner packets on the UDP ports
that VXLAN notifies us about.
