Set ethtool_ops->supported_coalesce_params to let
the core reject unsupported coalescing parameters.
This driver did not previously reject unsupported parameters.

Removed oom task unconditional rescheduling every 250ms and created per
queue oom work queue for refilling buffers.
The oom task refills only if the available descriptors is fallen to 64.
There will be no packets coming in after hitting this level. So NAPI will
not run until oom task refills the buffers.

1. Provide the API to set/unset the spoof checking feature.
2. Add a function to periodically provide the count of found
packets with spoof VF MAC address.
3. Prevent VF MAC address changing while the spoofchk of the VF is
on unless the changing MAC address is issued from PF.

Support setting the link speed of CN23XX-225 cards (which can do 25Gbps or
10Gbps) via ethtool_ops.set_link_ksettings.
Also fix the function assigned to ethtool_ops.get_link_ksettings to use the
new link_ksettings api completely (instead of partially via
ethtool_convert_legacy_u32_to_link_mode).

To support the next patch in this series which has code that calls
octnet_get_link_stats from two different .c files, move that function (and
its dependency octnet_nic_stats_callback) to lio_core.c. Remove
octnet_get_link_stats's static declaration and add its function prototype
in octeon_network.h.

Added ethtool changes to show port type as TP (Twisted Pair) for
10GBASE-T ports. Same driver and firmware works for liquidio NIC with
SFP+ ports or TP ports.

Refactor interrupt moderation code for flexibility because parameters are
different for 10G and 25G cards. Currently parameters (for 10G only) come
from macros compiled-in to the PF and VF drivers; fix it so that parameters
suitable for the card (10G or 25G) come from the NIC firmware via response
to a command.
Also bump up driver version to 1.5.1 to match newer NIC firmware version.

Information reported to ethtool about link modes is wrong for 25G NIC. Fix
it by checking for presence of 25G NIC, checking the link speed reported by
NIC firmware, and then assigning proper values to the
ethtool_link_ksettings struct.
