425fede6e8 drm/amdgpu: Use PSP program IH_RB_CNTL registers under SRIOV 
[Why]
With L1 Policy applied, IH_RB_CNTL/RING cannot be accessed by VF.

[How]
Use PSP program IH_RB_CNTL in VF.
