net/smc: add support for user defined EIDs
SMC-Dv2 allows users to define EIDs which allows to create separate name spaces enabling users to cluster their SMC-Dv2 connections. Add support for user defined EIDs and extent the generic netlink interface so users can add, remove and dump EIDs.
