USB: serial: fix TIOCMIWAIT return value
Fix regression introduced by commit 143d9d9616
("USB: serial: add
tiocmiwait subdriver operation") which made the ioctl operation return
ENODEV rather than ENOIOCTLCMD when a subdriver TIOCMIWAIT
implementation is missing.
