soc: amlogic: Add support for Everything-Else power domains controller
Add support for the General Purpose Amlogic Everything-Else Power controller, with the first support for G12A and SM1 SoCs dedicated to the VPU, PCIe, USB, NNA, GE2D and Ethernet Power Domains.
