btrfs: uapi/linux/btrfs.h migration, move BTRFS_LABEL_SIZE

BTRFS_LABEL_SIZE is required to define the BTRFS_IOC_GET_FSLABEL and
BTRFS_IOC_SET_FSLABEL ioctls.
