rtc: switch wakealarm attribute to DEVICE_ATTR_RW

Browse Source 
Instead of using older style DEVICE_ATTR for wakealarm attribute let's
switch to using DEVICE_ATTR_RW that ensures consistent across the kernel
permissions on the attribute.
