ARM: vexpress: Don't select VEXPRESS_CONFIG

CONFIG_VEXPRESS_CONFIG has 'default y if ARCH_VEXPRESS', so selecting is
unnecessary. Selecting it also prevents setting CONFIG_VEXPRESS_CONFIG
to a module.
