MIPS: Alchemy: add gpio_request/gpio_free stubs for CONFIG_GPIOLIB=n

Browse Source 
Some drivers use gpio_request/gpio_free regardless of whether
gpiolib is actually built;  add stubs to work around the ensuing
compile failures.
