nommu: make CONFIG_UNEVICTABLE_LRU available when CONFIG_MMU=n
Make CONFIG_UNEVICTABLE_LRU available when CONFIG_MMU=n. There's no logical reason it shouldn't be available, and it can be used for ramfs.
