ACPI: battery: Drop redundant test for failure

Browse Source 
Merging the two adjacent conditionally built blocks makes the code
a lot more readable.  And as a bonus, we drop a duplicate test when
CONFIG_ACPI_PROCFS_POWER is undefined.
