media: docs: use the new SPDX header for GFDL-1.1 on *.rst files SPDX v3.10 gained support for GFDL-1.1 with no invariant sections: https://spdx.org/licenses/GFDL-1.1-no-invariants-or-later.html So, remove the license text, replacing them by this new SPDX license. media: dvb uAPI docs: Prefer use "Digital TV instead of "DVB" The usage of the term "DVB" at the dvb API docs is confusing, as, right now, it can refer to either the European digital TV standard or to the subsystem. The usage of this API is deprecated, as it doesn't support all digital
TV standards, doesn't provide good statistics measurements and provides
incomplete information. This is kept only to support legacy
applications.
