* Use ATA_CMD_* defines instead of WIN_* ones.

* SETFEATURES_{EN,DIS}_WCACHE -> SETFEATURES_WC_{ON,OFF}

* SMART_* -> ATA_SMART_*

* Remove stale comment from ide-proc.c.
