scripts/documentation-file-ref-check reports warnings for (valid) cross-links
of form:
:ref:`Documentation/bpf/btf <BTF_Ext_Section>`
Adding extension to the file name helps to avoid the warning, e.g:
:ref:`Documentation/bpf/btf.rst <BTF_Ext_Section>`

Add a section on CO-RE relocations to llvm_relo.rst. Describe relevant .BTF.ext
structure, `enum bpf_core_relo_kind` and `struct bpf_core_relo` in some detail.
Description is based on doc-strings from:
- include/uapi/linux/bpf.h:struct bpf_core_relo
- tools/lib/bpf/relo_core.c:__bpf_core_types_match()

The -target option has been deprecated since clang 3.4 in 2013. Therefore, use
the preferred --target=bpf form instead. This also matches how we use --target=
in scripts/Makefile.clang.

LLVM upstream commit https://reviews.llvm.org/D102712 made some changes
to bpf relocations to make them llvm linker lld friendly. The scope of
existing relocations R_BPF_64_{64,32} is narrowed and new relocations
R_BPF_64_{ABS32,ABS64,NODYLD32} are introduced.
Let us add some documentation about llvm bpf relocations so people can
understand how to resolve them properly in their respective tools.
