QE has module to support TDM, some other protocols
supported by QE are based on TDM.
add a qe-tdm lib, this lib provides functions to the protocols
using TDM to configurate QE-TDM.

This makes the driver use the data pointer added to the gpio_chip
to store a pointer to the state container instead of relying on

As we want gpio_chip .get() calls to be able to return negative
error codes and propagate to drivers, we need to go over all
drivers and make sure their return values are clamped to [0,1].
We do this by using the ret = !!(val) design pattern.
