This enables interrupts for Leon before having the CPU enter power-down mode.
Commit 87fa05aeb3, "sparc: Use generic idle loop",
gets the CPU stuck on idle for Leon systems. On Leon, disabling interrupts and
powering down the processor will get the processor stuck waiting for an
interrupt that will never be reacted to.

(pm_idle)() is being removed from linux/pm.h
because Linux does not have such a cross-architecture concept.
sparc uses an idle function pointer in its architecture
specific code. So we re-name sparc use of pm_idle to sparc_idle.

The way a LEON is powered down is implemented differently depending
on CHIP type. The AMBA Plug&Play system ID tells revision of GRLIB
and CHIP.
This is for example needed by the GR-LEON4-ITX board and the UT699.
Previously the power down support for LEON was limited to SMP, now
both SMP and UP systems use the instruction.
