b6011960f3 mac80211: handle channel frequency offset
cfg80211_chan_def and ieee80211_channel recently gained a
frequency offset component. Handle this where it makes
sense (potentially required by S1G channels).

For IBSS, TDLS, CSA, and ROC we return -EOPNOTSUPP if a
channel with frequency offset is passed, since they may or
may not work. Once someone tests and verifies these
commands work on thos types of channels, we can remove
that error.

join_ocb and join_mesh look harmless because they use a
simple ieee80211_vif_use_channel(), which is using an
already verified channel, so we let those through.

Convert a user space registration for processing multicast Action frames
(NL80211_CMD_REGISTER_FRAME with NL80211_ATTR_RECEIVE_MULTICAST) to a
new enum ieee80211_filter_flags bit FIF_MCAST_ACTION so that drivers can
update their RX filter parameters appropriately, if needed.

6cd536fe62 cfg80211: change internal management frame registration API
Almost all drivers below cfg80211 get the API wrong (except for
cfg80211) and are unable to cope with multiple registrations for
the same frame type, which is valid due to the match filter.
This seems to indicate the API is wrong, and we should maintain
the full information in cfg80211 instead of the drivers.

Change the API to no longer inform the driver about individual
registrations and unregistrations, but rather every time about
the entire state of the entire wiphy and single wdev, whenever
it may have changed. This also simplifies the code in cfg80211
as it no longer has to track exactly what was unregistered and
can free things immediately.

90e8f58dfc mac80211: fix drv_config_iface_filter() behaviour
There are two bugs with this, first, it shouldn't be called
on an interface that's down, and secondly, it should then be
called when the interface comes up.

Note that the currently only user (iwlwifi) doesn't seem to
care about either of these scenarios.

f2b18baca9 mac80211: use more bits for ack_frame_id
It turns out that this wasn't a good idea, I hit a test failure in
hwsim due to this. That particular failure was easily worked around,
but it raised questions: if an AP needs to, for example, send action
frames to each connected station, the current limit is nowhere near
enough (especially if those stations are sleeping and the frames are
queued for a while.)

Shuffle around some bits to make more room for ack_frame_id to allow
up to 8192 queued up frames, that's enough for queueing 4 frames to
each connected station, even at the maximum of 2007 stations on a
single AP.

We take the bits from band (which currently only 2 but I leave 3 in
case we add another band) and from the hw_queue, which can only need
4 since it has a limit of 16 queues.

dd56e90230 mac80211: add handling for BSS color
It is now possible to propagate BSS color settings into the subsystem. Lets
make mac80211 also handle them so that we can send them further down the
stack into the drivers. We drop the old bss_color field and change iwlwifi
to use the new he_bss_color struct.

26ec17a1dc cfg80211: Fix radar event during another phy CAC
In case a radar event of CAC_FINISHED or RADAR_DETECTED
happens during another phy is during CAC we might need
to cancel that CAC.

If we got a radar in a channel that another phy is now
doing CAC on then the CAC should be canceled there.

If, for example, 2 phys doing CAC on the same channels,
or on comptable channels, once on of them will finish his
CAC the other might need to cancel his CAC, since it is no
longer relevant.

To fix that the commit adds an callback and implement it in
mac80211 to end CAC.
This commit also adds a call to said callback if after a radar
event we see the CAC is no longer relevant

6912daed05 mac80211: Shrink the size of ack_frame_id to make room for tx_time_est
To implement airtime queue limiting, we need to keep a running account of
the estimated airtime of all skbs queued into the device. Do to this
correctly, we need to store the airtime estimate into the skb so we can
decrease the outstanding balance when the skb is freed. This means that the
time estimate must be stored somewhere that will survive for the lifetime
of the skb.

To get this, decrease the size of the ack_frame_id field to 6 bits, and
lower the size of the ID space accordingly. This leaves 10 bits for use for
tx_time_est, which is enough to store a maximum of 4096 us, if we shift the
values so they become units of 4us.

3e493173b7 mac80211: Do not send Layer 2 Update frame before authorization
The Layer 2 Update frame is used to update bridges when a station roams
to another AP even if that STA does not transmit any frames after the
reassociation. This behavior was described in IEEE Std 802.11F-2003 as
something that would happen based on MLME-ASSOCIATE.indication, i.e.,
before completing 4-way handshake. However, this IEEE trial-use
recommended practice document was published before RSN (IEEE Std
802.11i-2004) and as such, did not consider RSN use cases. Furthermore,
IEEE Std 802.11F-2003 was withdrawn in 2006 and as such, has not been
maintained amd should not be used anymore.

Sending out the Layer 2 Update frame immediately after association is
fine for open networks (and also when using SAE, FT protocol, or FILS
authentication when the station is actually authenticated by the time
association completes). However, it is not appropriate for cases where
RSN is used with PSK or EAP authentication since the station is actually
fully authenticated only once the 4-way handshake completes after
authentication and attackers might be able to use the unauthenticated
triggering of Layer 2 Update frame transmission to disrupt bridge
behavior.

Fix this by postponing transmission of the Layer 2 Update frame from
station entry addition to the point when the station entry is marked
authorized. Similarly, send out the VLAN binding update only if the STA
entry has already been authorized.

5fdb373570 net/mac80211: move WEP handling to ARC4 library interface
The WEP code in the mac80211 subsystem currently uses the crypto
API to access the arc4 (RC4) cipher, which is overly complicated,
and doesn't really have an upside in this particular case, since
ciphers are always synchronous and therefore always implemented in
software. Given that we have no accelerated software implementations
either, it is much more straightforward to invoke a generic library
interface directly.

bd718fc11d mac80211: use STA info in rate_control_send_low()
Even if we have a station, we currently call rate_control_send_low()
with the NULL station unless further rate control (driver, minstrel)
has been initialized.

Change this so we can use more information about the station to use
a better rate. For example, when we associate with an AP, we will
now use the lowest rate it advertised as supported (that we can)
rather than the lowest mandatory rate. This aligns our behaviour
with most other 802.11 implementations.

To make this possible, we need to also ensure that we have non-zero
rates at all times, so in case we really have *nothing* pre-fill
the supp_rates bitmap with the very lowest mandatory bitmap (11b
and 11a on 2.4 and 5 GHz respectively).

Additionally, hostapd appears to be giving us an empty supported
rates bitmap (it can and should do better, since the STA must have
supported for at least the basic rates in the BSS), so ignore any
such bitmaps that would actually zero out the supp_rates, and in
that case just keep the pre-filled mandatory rates.

8828f81ad4 mac80211: probe unexercised mesh links
The requirement for mesh link metric refreshing, is that from one
mesh point we be able to send some data frames to other mesh points
which are not currently selected as a primary traffic path, but which
are only 1 hop away. The absence of the primary path to the chosen node
makes it necessary to apply some form of marking on a chosen packet
stream so that the packets can be properly steered to the selected node
for testing, and not by the regular mesh path lookup.

83e37e0bdd mac80211: Restore vif beacon interval if start ap fails
The starting of AP interface can fail due to invalid
beacon interval, which does not match the minimum gcd
requirement set by the wifi driver. In such case, the
beacon interval of that interface gets updated with
that invalid beacon interval.

The next time that interface is brought up in AP mode,
an interface combination check is performed and the
beacon interval is taken from the previously set value.

In a case where an invalid beacon interval, i.e. a beacon
interval value which does not satisfy the minimum gcd criteria
set by the driver, is set, all the subsequent trials to
bring that interface in AP mode will fail, even if the
subsequent trials have a valid beacon interval.

To avoid this, in case of a failure in bringing up an
interface in AP mode due to interface combination error,
the interface beacon interval which is stored in bss
conf, needs to be restored with the last working value
of beacon interval.

Tested on ath10k using WCN3990.

b4809e9484 mac80211: Add airtime accounting and scheduling to TXQs
This adds airtime accounting and scheduling to the mac80211 TXQ
scheduler. A new callback, ieee80211_sta_register_airtime(), is added
that drivers can call to report airtime usage for stations.

When airtime information is present, mac80211 will schedule TXQs
(through ieee80211_next_txq()) in a way that enforces airtime fairness
between active stations. This scheduling works the same way as the ath9k
in-driver airtime fairness scheduling. If no airtime usage is reported
by the driver, the scheduler will default to round-robin scheduling.

For drivers that don't control TXQ scheduling in software, a new API
function, ieee80211_txq_may_transmit(), is added which the driver can use
to check if the TXQ is eligible for transmission, or should be throttled to
enforce fairness. Calls to this function must also be enclosed in
ieee80211_txq_schedule_{start,end}() calls to ensure proper locking.

The API ieee80211_txq_may_transmit() also ensures that TXQ list will be
aligned aginst driver's own round-robin scheduler list. i.e it rotates
the TXQ list till it makes the requested node becomes the first entry
in TXQ list. Thus both the TXQ list and driver's list are in sync.
