usb: gadget: composite: Return SSP Dev Cap descriptor

If a gadget supports SuperSpeedPlus or higher speeds, return a
SuperSpeedPlus USB Device Capability descriptor.

Currently this implementation returns a fixed descriptor with typical
values set.
