cdrom: mark CDROMGETSPINDOWN/CDROMSETSPINDOWN obsolete
These were only implemented by the IDE CD driver, which has since been removed. Given that nobody is likely to create new CD/DVD hardware (and associated drivers) we can mark these appropriately.
