udplite: fix various data-races

udp->pcflag, udp->pcslen and udp->pcrlen reads/writes are racy.

Move udp->pcflag to udp->udp_flags for atomicity,
and add READ_ONCE()/WRITE_ONCE() annotations for pcslen and pcrlen.
