sh: Move PMB debugfs entry initialization to later stage

Browse Source 
... so the "sh_debugfs_root" is already available. Previously it
wasn't and in result its path was "/sys/kernel/debug/pmb" instead of
"/sys/kernel/debug/sh/pmb".
