lightnvm: if LUNs are already allocated fix return

While creating new device with NVM_DEV_CREATE if LUNs are already
allocated ioctl would return -ENOMEM which is wrong.  This patch
propagates -EBUSY from nvm_reserve_luns which is correct response.
