drm/amd/display: re-enable Dynamic ODM policy

[Why]
Previous disable ODM policy due to underflow issue with sharpener.
Issue is resolved after updating sharpening policy to apply to
both windowed and fullscreen video

[How]
Remove sharpness check disabling Dynamic ODM policy
